This session will provide information to support participant to learn about the role, services, and support that the North Carolina Dept. of Health and Human Services and the network of LME/MCOs provide across the state in enhancing housing stability. This session will highlight accessing housing units under the Targeted Program, the Olmstead decision and guidance to PHAs, capacity building training opportunities that the LME/MCO’s can offer to PHA’s including accessing crisis services and other training support (managing hoarding and disruptive behaviors, overview of de-escalation techniques, etc.). There will also be a mini training on Mental Health (Behavioral Health) First Aid.

PHAs and LME/MCOs Building and Strengthening Partnerships

Developmental Disabilities and Substance Use Services. This session will have a panel discussion on building and strengthening partnerships between Public Housing Authorities and Local Management Entity/Managed Care Organizations (LME/MCOs), to facilitate greater access, enhance housing stability, and increase Housing Choice Voucher (HCV) utilization and public housing occupancy by persons living with mental illness, intellectual/developmental disabilities, and/or substance use disorders. LME/MCOS and local PHA’s will discuss proven best practices that highlight the mutual benefits of these partnerships. The session will end with breakout sessions with LME/MCOs and their local PHA’s to strategize and discuss case scenarios that include overcoming issues/barriers with: Housing Choice Voucher Usage, Low occupancy in PIH, Home Management/Unit Passing Inspections, Tenants who display disruptive behaviors and Finding Innovative ways to partner.
